The Times says:

In 2016 Dr Gregor Smith, Scotland’s chief medical officer, led the Silver Swan planning exercise, which led to officials fearing services would struggle to deliver. It said: “Given the pressures on services, people are working in crisis every day and senior managers need to recognise this.”
